    Regulatory Update | Certification and Accreditation Administration of China (CNCA) Issues Announcement Regarding Adjustments to Applicable Standards for Conformity Assessment Limits and Testing Methods for China RoHS

    On November 20, 2025, the CNCA issued Announcement No. 44 of 2025, titled "Announcement of the State Administration for Market Regulation and the Ministry of Industry and Information Technology on Adjusting the Applicable Standards for Limits and Testing Methods of the Conformity Assessment System for the Restriction of Hazardous Substances in Electrical and Electronic Products." This announcement clarifies the applicable limit requirements, transitional arrangements, and testing methods for China RoHS conformity assessment at different stages, providing clear guidance for enterprise compliance.

    The main contents of the announcement are as follows:

    01. Conformity Assessment Standards for Different Periods

    ◆ From the date of this announcement (November 20, 2025) to December 31, 2025, enterprises shall conduct conformity assessment activities in accordance with GB/T 26572-2011 or GB/T 26572-2011 and its first amendment or GB 26572-2025;

    ◆ From January 1, 2026 to July 31, 2027, conformity assessment activities shall be conducted in accordance with GB/T 26572-2011 and its first amendment or GB 26572-2025;

    ◆ From August 1, 2027, conformity assessment activities shall be conducted in accordance with GB 26572-2025.

    02 Transitional Arrangements

    ◆ From January 1, 2026, products that have completed conformity assessment activities in accordance with GB/T 26572-2011 and continue to be manufactured or imported should complete the conformity assessment conversion in accordance with GB/T 26572-2011 and its first amendment or GB 26572-2025 before January 1, 2027;

    ◆ From August 1, 2027, products that have completed conformity assessment activities in accordance with GB/T 26572-2011 and its first amendment and continue to be manufactured or imported may complete the conformity assessment conversion in accordance with GB 26572-2025 through natural transition methods such as certificate renewal upon expiration or product change.

    03 Test Method Conversion

    The test methods for conducting conformity assessment activities on the restriction of hazardous substances in electrical and electronic products based on GB/T 26572-2011 and its first amendment or GB 26572-2025 shall be implemented in accordance with the relevant parts of the GB/T 39560 series standards.
